• What type of services are available to Producers?

  A Producer can request an Environmental Assessment of his or her operation.  This assessment will examine all environmental-related aspects of production and examine them against the Good Environmental Livestock Production Practices (GELPP) which are American National Standards.

  A Producer can request that an existing Nutrient Management Plan be reviewed and updated, or that a new plan be developed.

  A Producer can request both and Environmental Assessment and a Nutrient Management Plan.

  The type of project or combination of projects a Produce desires is indicated on the CLEANmp project application that the Producer completes.

• What if I cannot complete all sections of the Application?

  Producers are encouraged to complete the application as thoroughly as possible.  This information needs to be complete enough to allow a Service Provider to prepare a bid to conduct the work.  If some of the information you provide is an estimate or educated guess, try to note that in the text so that a service provider will weigh the information appropriately.

• How much will this cost me and what are the qualifications of the person conducting the work?

  All of the CLEANmp - West projects are funded under a federal grant.  This means that other than your time, there will be no cost associated with having a CLEANmp project.

  To be an approved Service Provider (the people doing the farm-level work) an individual will be a registered Technical Service Provider (TSP) listed on the Natural Resources Conservation Service’s TechReg website (http://techreg.nrcs.gov/).  The individual must be a TSP registered for either CNMP Plan Development in at least one of the following categories: Land Treatment, Manure and Wastewater Handling and Storage, Nutrient Management, or Total Plan; or Nutrient Management - Organic and Inorganic; or Manure and Wastewater Handling and Storage.  In order to qualify to develop an NMP for an applicant (producer) that has an Environmental Quality Incentives Program (EQIP) a CLEANmp planner must have TSP registration under the following category: CNMP Plan Development-Total Plan.

  In addition, everyone involved in the CLEANmp project, except the Producers, will sign a legally binding contract requiring them to protect the confidentiality of all Producer-specific information.

• How long will it take to get a report after an applicaiton is submittted?

  Once an application is completed and submitted, SES will review the application and then post it on a secure website, accessible to "approved" Service Providers only.  Assuming there is no backlog of applications this review should take no more than seven days.  A project will be open for bid for seven days.  During this time Service Providers will submit fixed-price bids to complete the project.  The bidding system is intended to control program costs so that more Producers can have the chance to benefit from this program.

  An Environmental Assessment (EA) or Nutrient Management Plan (NMP) on-farm visit must be conducted within 30 days of project award to a bidding Service Provider.

  EA reports must be completed within 14 days of the on-farm visit and NMPs must be completed within 30 days of the on-farm visit.

  Once a report is submitted SES will review it for quality and technical content.  SES will send the report to a Producer within two week of receiving it from a Service Provider, if there are no technical or quality issues with the report.

• Will the USEPA get information linked to my farm from this project?

  Absolutely not, great efforts have been made to protect the confidentiality of Producer-specific information.
